3月28日，由北京软件和信息服务业协会、中关村天使投资联盟、中关村创业投资和股权投资基金协会、中关村前沿科技与产业服务联盟共同主办，北京赛智时代和饮鹿网承办的2019产业创新创投论坛在北京召开。会上发布了人工智能、物联网、大数据、区块链等12个产业的创新、创投百强榜。在2018–2019中国区块链产业创新百强榜单中，巴比特、比原链、布比区块链、众安科技、智链纷纷上榜。
会上，浙江现代数字金融科技研究院及D19实验室理事长周子衡发表了以《数字金融产业创新的立足点和突破点》为主题的演讲，他表示，现有的银行账号体系不足以支持数字化体系，仅仅对私的场景也不足以让数字金融继续发展，只有数字法币才能打开财税数字化的局面，整个数字金融的体系将会随之发生变化。
以下为演讲精编，由巴比特整理。
“数字金融”这个词很热，昨天我刚从南京回来，南京市正在做数字金融产业。两会期间央行行长接受采访时提到全国4个城市在做金融科技创新的试点，其中就包括南京，我和大家交流一下数字金融产业的创新发展情况。
首先，数字金融产业究竟是什么概念？我们看过去的发展，大体上经历了这样6个阶段：
第一个是互联网金融，是2012、2013年时的提法。这个概念是中国人自己创造的，最初讨论的时候有不同意见。当时我在阿里聊到这个话题，说我只能同意一半。因为金融活动的基础是货币，如果货币没有网络化，直接讲金融活动网络化似乎有点跳跃。那么有没有网络化的货币呢？有，但也只有一半，账号是网络化的，但里面的数字算不算货币，后来央行才说是货币。但实际上我们看到，互联网金融很快成为被整治的对象，现在基本不怎么提了。
第二个是金融科技，这个说法是国外提出来的，但金融机构体系和监管当局都喜欢用这个词。金融科技做什么呢？目的是“瘦身”，因为金融体系的利润根本来自于制造业的利润，但是近年来制造业的利润已经不足以支持金融机构的发展，于是金融机构开始去支持智能制造。在利润来源萎缩的情况下，金融机构要想长期发展，唯一的出路就是做数字账号，用技术手段大规模提高效率，简化程序。
第三个是数字账号，根本的变化就发生在这里。数字账号与银行账号有什么不同呢？几个世纪以来，所有账号体系都是银行提供的，我们熟知的一些金融活动：证券、保险、期货、信托，它们的基础都是银行账号体系。银行账号体系的服务对象主要是大型企业、中小企业和个人。但银行服务也是有限的。银行账号体系之外是什么？数字账号，比如支付宝、微信，他跟银行账号有关系，但不是一体的，这是一个非常重要的转变。
第四个阶段是数字支付，有了数字账号就有数字支付，你把招商银行跟支付宝绑定在一起，但是招商银行不知道你在支付宝上做了哪些安排，他们是两套支付体系，这种情况只在中国发生。欧美、日本也有第三方支付的提法，但实际上他们都是基于银行账号。虽然监管部门曾经认为这是一样的，实质上不一样。
第五个阶段是数字经济，因为有了数字支付，数字经济的基础就具备了。数字经济活动的本质是什么？既不是生产也不是交易，是一个人可以在任意时间和地点做出决策，并不需要在熟悉的物理世界，而是在数字环境下做出的。
第六个阶段是数字金融，经济活动数字化之后，其中金融的部分也要相应发生变化，它和银行所支持的既有金融活动有两点不同：一是既有的金融活动基于银行账号，数字金融活动不是这样；二是所有银行、企业的财务活动都反映在报表上，而它的报表是纸制报表，最小的时间单位是天。这是财务要求，不是技术要求。
总结一下，从十五世纪以来，银行账号体系是唯一的经济运行账号体系。从货币的角度来看，你到银行开第一个账号是柜台账号，只有在柜台开了户之后才能开通其他账号。银行系统的根基是柜台，现实经济活动都是围绕着柜台发生的。之后衍生出来的电子支付是指在电子指令下的记账交易，网络支付是电子支付的升级。
数字金融的立足点就是网络数字账号，时间上无缝衔接，尽可能做到全面覆盖。因此，我们看到现有账号体系变得二元化，我们需要认清数字经济建立在哪里，是建立在数字账号，还是建立在银行账号基础之上。
数字账号体系的场景分为两个部分，一是对私场景，二是对公场景，现有的数字支付场景主要是对私场景。中国数字支付的规模在2017年达到155万亿，这是对私的场景，因为数字支付开始在C端替代银行支付，个人经济决策趋于数字化。
但这里存在两个问题，一是对私的场景之间是割裂的。你不能用支付宝给微信发红包，他们有各自的一套平台。但从货币角度来讲，他们之间应该是互通的，因为货币本身就是一种通货。二是对公场景缺乏，企业在数字支付当中是被动的，钱不能横着走，因为B端和政府财税是绑定在一起的。而我们认为，数字金融产业的最强大场景应该是对公场景，在这方面实现突破。
突破点在哪里？就是数字法币的发行。我们需要以数字法币为核心来推进金融科技的创新。什么意思呢？数字账号体系不应该是针对私人的，有了全通的数字账号体系，就可以实现终极场景的覆盖，包括医疗、保险、住房补贴、养老金、工资，都通过数字法币来实现。
现有的数字货币与私人数字货币，有一些纯粹是在炒作，他只是通过持有和卖出来实现利润。整个数字货币的根基不在这个方向。
这里还有一个重要环节，就是财税的数字化，包括了数字债的发行。政府部门发行数字债，把发债的中间成本拿掉了。前两天有个新闻，说宁波出现一百块起购的地方债，目前财政端口条件不成熟，没有一套数字账号体系能够运行地方债。对C端发售，这是一个数字化的过程。
综上所述，银行账号体系不足以支持金融数字化转型，单凭对私场景不足以拓展金融数字化转型，唯有数字法币才能开辟财政数字化转型，整个数字金融的体系都将会随之发生变化。
